M1 Pacific Motorway Extension to Raymond Terrace: Black Hill to Tomago Works
M1 Pacific Motorway Extension to Raymond Terrace:
Black Hill to Tomago Works
Backed by deep engineering expertise, we deliver critical infrastructure, from metros, roads and bridges to advanced water treatment, connecting communities and supporting a more resilient future.
Unlocking the Hunter Region: The M1 Pacific Motorway Extension
Across the vibrant Hunter region of New South Wales, one of the most notorious transport bottlenecks in the state is undergoing a monumental transformation. To alleviate crippling congestion and seamlessly connect communities, the NSW Government has awarded Gamuda Australia a major road transport project: delivering the Black Hill to Tomago Package of works for the M1 Pacific Motorway Extension to Raymond Terrace.
Delivering a massive greenfield motorway across complex river systems and floodplains is a significant engineering and logistical feat. To navigate this demanding environment, we are executing this critical design and construct contract through a strategic 60:40 joint venture with John Holland.
Engineering a Seamless Transport Corridor
Our comprehensive scope of works moves far beyond standard road construction. To bypass the congestion of the existing network, we are engineering a highly resilient, high-capacity transport corridor encompassing:
Currently, the existing M1 Pacific Motorway, New England Highway, and Pacific Highway carry some of the highest traffic volumes across the Hunter region, suffocating under the weight of an estimated 50,000 motorists every single day.
As our third major infrastructure project in Australia and one of the largest in the Hunter region's history, this development is meticulously designed to do far more than simply lay tarmac.
With early planning, site investigations, and utilities work having commenced in mid-2023, the project is steadily advancing towards its scheduled completion in mid-2028. Once operational, it will successfully bypass notorious congestion and merge points, while crucially helping to complete a long-awaited, traffic-light-free highway stretching all the way from Sydney to Brisbane.

Engineering a Seamless Transport Corridor
Our comprehensive scope of works moves far beyond standard road construction. To bypass the congestion of the existing network, we are engineering a highly resilient, high-capacity transport corridor encompassing:
- Extensive Greenfield Alignment: Constructing a 10-kilometre greenfield dual carriageway motorway link, creating a vital new artery between the M1 Pacific Motorway at Beresfield and Tomago.
- Modern Interchanges: Delivering major, high-capacity interchanges at Black Hill, Tarro and Tomago to ensure smooth, uninterrupted traffic flow.
- Complex Structural Works: Engineering nine critical bridges, featuring a massive, 2.6km-long viaduct meticulously designed to safely traverse the Hunter River and its surrounding floodplain.
